Nothing is more unreliable than the populace, nothing more obscure than human intentions, nothing more deceptive than the whole electoral system.

The whole aim of practical politics is to keep the populace alarmed (and hence clamorous to be led to safety) by menacing it with an endless series of hobgoblins, all of them imaginary.

A Constitution should be short and obscure.

Don’t worry about motivation. Motivation is fickle. It comes and goes. It is unreliable – and when you are counting on motivation to get your goals accomplished, you will likely fall short.
